Tiburon Town Manager Announces Appointment of New Police Chief

Ryan Monaghan

Town Manager Greg Chanis is pleased to announce the appointment of Ryan Monaghan as the next Police Chief for the Town of Tiburon. Chief Monaghan, who will start in Tiburon on April 5, 2021, was selected from a talented pool of applicants and after a rigorous recruitment process that included multiple panel interviews with municipal management professionals, local community representatives, and town leadership.

Newly appointed Chief Monaghan comes to the Tiburon Police Department after nearly 27 years of public service in the San Mateo Police Department, where he rose through the ranks and took on increasing levels of management and budgetary responsibility. As a Lieutenant in San Mateo, he prioritized community policing strategies and oversaw successful initiatives to improve field officer training and enhance community outreach efforts with local youth.

“I am thrilled to welcome Ryan as a member of the management team here in Tiburon. His collaborative approach and demonstrated commitment to creating meaningful community engagement really set him apart from other candidates," said Town Manager Greg Chanis.

Chief Monaghan obtained a Bachelor of Science in Criminal Justice Management from Union Institute & University and a Master of Arts in Security Studies, Homeland Security and Defense, from the Naval Postgraduate School. He holds California POST Advanced, Supervisory, and Management certificates. Chief Monaghan serves on the adjunct faculty of the San Mateo Community College District, where he teaches in the Administration of Justice Program, and as a mentor in the San Mateo Police Activities League and the San Mateo Public Sector Supervisory Academy.

Chief Monaghan will oversee operations of the Police Department which includes the Police Services Division, comprised of patrol, investigations, training, parking enforcement, and crime prevention, and the Emergency Operations Center. He will oversee 12 sworn personnel, 4 civilian personnel, and 4 volunteer and reserve officers.

Chief Monaghan said, "I am grateful to Town Manager Greg Chanis for this opportunity and excited to join the rest of our town's management team as well as the dedicated and talented men and women of the Tiburon Police Department in service to this vibrant and dynamic town. I look forward to meeting and working with the engaged community members, our town leaders, allied agencies, and especially all our town employees who are committed to providing the highest levels of service to everyone who lives, works, and visits the town of Tiburon."

Chief Monaghan is a longtime resident of the Bay Area, and he and his family enjoy taking advantage of all the outdoor activities in the Marin area. In addition to quality family time, Chief Monaghan enjoys competing in triathlons and water sports.
